During the quest "Attune to the Observer" (offered and located at Concord Observatory), you have to equip the Technoscrying goggles, you can target Zenata and /dance to obtain credit for the "Zenata danced with at Concord Observatory" step

This achievement can be obtained during the introduction quest line where you are sent to each separate camp. As soon as you arrive at Zenata and you accept the quest equip them and dance while targeting her. Done once you've gone to all 3.

So if you where like me and didn't know about this achievement prior to finishing the whole quest chain, it seems you will have to do it again on an alt.

I'm in the process of finding out if you can do it without, but so far not looking like it. Hopefully Blizzard will change it to be completed without the quest.

Update: The Technoscryers can not be used at all 3 locations unless you party sync with someone who hasn't done the quest. I went to all 3 locations prior to party sync and NPC was there at all 3 locations, and she had the option to give me the goggles, I can use the goggles in Igira's Watch in Zaralek Caverns, but can not use them at the Observatory in Waking Shore or Dragonskull Island on Forbidden Reach unless I party synced with someone who hadn't completed the quest chain

2nd Update: This was before World Quests where unlocked, can complete just with world quests if you miss during the story quests

I managed to complete this achievement using party-sync on my second account. Started doing the introduction questline for the Azerothian Archives up to the quest Attune to the Observer (located in The Waking Shores) and right after that I synced my main account so I could equip the goggles and /dance with Zeneta in the 3 locations listed below.

The 3 locations are Zaralek Cavern, The Waking Shores & The Forbidden Reach
/way #2133 38.18 49.83 Igira's Watch
/way #2022 56.46 43.95 Concord Observatory
/way #2151 77.09 38.46 Dragonskull Island

If you keep questing and pick up "The Fate Of Scalecommander Abereth, you get the technoscryers again! Ive tested it so far and have gotten the Dragonskull area checked off for the acheieve!

Seems this can be done during the world quest in each area as well, as I was able to /dance with her in Iqira's Watch for the world quest after completing "Graduation Day."

If you want to complete this achievement before any hotfix (at least until 01/18/2024) and you have already completed the chain quest even before knowing achievement's existence, it would be better to simply look for Zenata at each of the three locations for the achievement (/way #2133 38.18 49.83 Igira's Watch /way #2022 56.46 43.95 Concord Observatory /way #2151 77.09 38.46 Dragonskull Island - thanks to Shredbull) and ask people who are doing the quest if you can party sync with them. If accepted, just pick up the quest, equip the item, and dance with Zenata. If you're lucky, the three Zenata's quests will be available within the same party sync.

Could someone explain how to do this ?

I did the introduction quest for the googles. I get sent to the Observatory.
There, I equiped the googgles, and danced with Zenata.
This unlocked 1 of the 3 requirements for the achievement.
Then she says "Ok, I'm going back to the base"

I went there and.. nothing. I go NOT get sent to Igira or Dragonskull.
The only quest I have there is the one with the little elemental to dig stuff.

So how do you get SENT to the two other locations ?

Following the latest patch, the Achievements journal seems to be on the fritz. If this disappeared from your Achievements journal (which it did for others and me, while in progress), you do not have to suspend progress and can still complete it by following the story/steps listed in other comments.

Completed the intro quests before knowing about the achievement. Was able to complete it at once by equipping the Technoscryers from my bags while the world quest Technoscrying: The Mysteries of Dragonskull Island was up.

First, I /dance with Zenata there, then flew to the other two locations to /dance with her. It's important not to enter combat or you'll lose the Technoscryers and have to fly back to Dragonskull Island to re-equip them since you can't equip them outside of where you start the world quest.

I found out about this achievement when I was on the last step (Attune the Observer). I danced with her with that quest. I figured I would go back before this was complete and dance with her at the other locations. It would not work by just putting the goggles on at Igira's Watch, but it did at Dragonskull. I finally got it to work by having the /dance ready in the chatbox (you probably could maco it as well), put the goggles on, then dance when clicking scying mode, which only lasts a second since the quest has been completed. Hope this helps someone in my situation.

Need to put on the goggles to dance. I was spamming /dance and irritating her but didn't count towards the achievement xD just put the goggles on and /dance and it will count.

Also, as soon as I did the Concord Observatory part, I didn't receive any other quests, so I went pack to the Roska questline in Ohn'ahran Plains, did the part in Forbidden reach and when I got back to Nirobin and started the quest to purchase the Archivist's Buckled Cap, Zenata appeared and offered me the Igira and Dragonskull island quests, but then you only need to go to these places, talk to her to deliver the quest and she'll give you the goggles, just use them, dance and you're done!

Happy I didn't have to do the entire chain again because I missed that with my main so had to go back with my alt -.-'

If you missed your chance during the initial questline, just do it when the corresponding World Quest is up.

I didn't start this on my main before I was finished with the intro. It seems I could do 2 of the 3 during world quests at the location, but tried the last one in Forbidden Reach without the World quest up, she was there, but it didn't work. So after the intro a world quest needs to be there it seems. Oh, and none of my alts can take the intro quests so I guess we have to wait for the WQ
