Statue is located within the Barrows of Reverie subzone of the Emerald Dream.
To get the reward, you first need to get the 1 minute long Panther Spirit Guardian buff from clicking Mark of Ashamane, get to the statue and talk to it after which chest with loot spawns right next to the statue. There is multiple Marks of Ashamane (and of other deities as well, make sure to get the correct one) within this barrow, the closest Mark of Ashamane to the statue is the one at /way 62.1, 74.6 on the floor, in a small bush next to yellow flowers.
Marks do not seem to despawn after being used nor do they change their location but there is multiple of them within the barrow itself.

Entrance for barrows: /way 63.5, 71.7
The statue is located on the upper floor of the barrows. When you reach point where the path splits, choose the middle path from the 3 available ones. Proceed forwards until you reach the end of the cave.
Statue location: /way 63.4, 73.0

If you have the ability to stealth, you don't need the mark - Ashamane accepts this as proof of your cunning.

As a feral druid I could simply click and speak with the statue. No need of any buffs.

Pick up Mark of Aviana: /way 59.92, 18.97
(druid flight form and being a dracthyr also works as well as wing-granting toys)

If the world quest is active and the statue isn't showing up, completing the world quest will return the cavern to normal and the Statue of the Ashen Panther will appear.
