This is in the Zskera Vault. You'll see it once you are at the bottom of the stairs, in the room. I saw the object when I got the quest, One Dragon's Junk.

This object needs the pearlescent bubble key regent. You'll see two web ropes that go up to the next floor. Click it to go up the web rope.

The bubble key will be in one of the rooms.

For me, it was the door just in front of me when I climbed the web rope that was further away from the bubble lifter.

Once you have the bubble lifter, you can get to the next level of doors, by jumping in it. It can also help if you need to use it to get back to the first floor.

However, when you're on the One Dragon's junk, as soon as you get the bubble filter, you can't open any more doors. At least I couldn't. It was asking for another key.

Also, when you are unlocking the first floor level doors, you can solo it if you're a warlock, 70.

It was easy to do with my voidwalker and was destro. You also initially have help with the other two NPCs.

The quest will allow you to come back if you haven't finished it. However, it will lock after that, requiring a key. Remember to get everything you can in the rooms. Hope it helps.

When you see Bubble Lifter for the first time you can't interact with it since you don't have Pearlescent Bubble Key.
Pearlescent Bubble Key can be found on the second floor in random room. Check every room for Ornate Key Box.
Yes, you may not find it using 6 quest keys, so you may need to bring more keys. Anyways, you can't reach top levels without the key.

The Bubble Lifter can also be used to "swim" downwards. No falling damage.
And you can also "swim" to another platform. Not sure how long the bubble lasts though.
The next platform to the right on the second level can be accessed in the swimming bubble. And the next one can be reached as well which contains the useful Windward Steps buff.

Aspect of the Cheetah helped in jumping to platforms on 2nd level since the bubble only allowed me to swim to one of each side to the Bubble Lifter. Hope this helps someone.
